A 2017 Ministry of Health ban was annulled by court ruling in 2019. Ukraine imported an average of 42,200 tonnes of asbestos per year from 2009-2015, primarily from Russia and Kazakhstan. The Soviet-era construction legacy left extensive asbestos contamination across the country.
